However, I fought him using the Twin Serpent Staff despite the Wind Bear Staff being available, and I definitely felt like I was doing a pretty piddly amount of damage - I'd recommend using the Wind Bear Staff if you want things to go more smoothly. I would also recommend that you have the Pillar Stance unlocked. It'll make it easier to land big hits when The First Prince is left vulnerable but too far away to hit with a melee attack (which will happen frequently).

The weaker slams always come as a pair. Try to time the second palm slam for a perfect dodge. If he really winds up and slams his palm down hard, he won't follow up with another. ** The speed and impact of these palm slams make them easy enough to differentiate between.
